The use of Joker in card games is greatly varied. Many card games omit the card from use entirely; others make it one of the most important in the game. Often, the joker is a wild card, and thereby allowed to represent other existing cards. The term "joker's wild" originates from this practice.
All these are in valid for card games. Now, as for our game, the WotR, the only thing you have to do is to replace the word "cards" with "miniatures" and you can solve the lack of miniatures problem. So, every time you are short of two, three or even four miniatures to fill the last tray of your Formation, you can use "joker's wild miniatures". Below you can see some examples:
